作风要扎实，工作要落实，这是各级领导反复强调的一个重要思想。笔者认为，一些基层单位和部门工作不落实或难落实的问题，究其原因，既有思想认识问题，又有精神状态问题，还有工作方法问题。深入探讨和解决如何进一步抓落实的问题，谈点个人粗浅看法。
