Recently, China Telecom launched the third campaign of increasing Internet speed in China. Dubbed as“Broadband Excellence Plan”, the feat is soon spread to the whole country.
As of September 1, China Telecom Shanghai officially launched the“Broadband Excellence Plan” featuring connecting 100Mb broadband to the houses, along with which it also launched the 6th grand campaign of increasing Internet speed of “Smarter City”. The 100Mb broadband is not that distant from ordinary users. It also“condescended” itself by cutting its expenditure maximally by 52%.
2.8 Yuan Per Mb
As required by the national strategy “Broadband China” formed in the State Council, the project is initiated to boost the information consumption. It is not only for increasing the domestic demand and boosting consumption, but also an important support for the transformation and upgrade of Chinese economy, possessing significant meaning for “stabilizing the growth, adjusting the structure and benefiting people’s livelihood”.
As introduced by China Telecom Shanghai, the campaign of increasing Internet speed mainly targets the existing subscribers to fiber-optical network.
In the adjustment of fees, the monthly rents of 50Mb household broadband and 100Mb household broadband were downgraded to 240 yuan and 280 yuan per month. “The packages of 50Mb and 100Mb have been available for a while, but ordinary users might not be familiar with this. This mainly targets the users with high demand for the Internet speed. So the price is comparatively higher,” an insider from China Telecom Shanghai says. Previously, the 50Mb broadband costs 330 yuan per month while the 100Mb broadband’s price is 580 yuan per month. This time, the prices were respectively pulled down by 27% and 52%, as the price of each megabit dropped to the historical low point of 2.8 yuan.
“In the past one or two years, it is usually the enterprises and Internet cafés that applied for the 100Mb broadband,” says the insider. According to the test, the download speed of 100Mb broadband is 12.5Mps, one hundred times as fast as the ADSL copper line.
For the household users, the lowered price of China Telecom Shanghai’s 50Mb and 100Mb broadband is added by more sales-promotion campaigns. Any users that buy two 3G smartphones can enjoy the 0-100 yuan of discount from the fees for broadband. Subscribers that use the post-paid smartphone packages and broadband of China Telecom can get his/her Internet automatically upgraded to 100Mb after buying one set of smartphone and subscribing to the package costing 89 yuan per month. In the area that have been covered by the fiber-optical network, China Telecom is going on the campaign of upgrading the copper cables into fiberoptical cables, which can increase the bandwidth to 10Mb – 30Mb.
For enterprise users, China Telecom Shanghai also provides a batch of broadband upgrade plans for the multiplication of Internet speed, as well as abundant smart applications for the enterprises.
Before the substantial decrease in broadband price, China Telecom Shanghai has already conducted five similar campaigns in the past two years, allowing users to have the bandwidth of their household broadband increase to 10Mb– 30Mb without any additional fees as long as they have fiber-optical lines connected.
The Improvement in Services
The leap and bound development of the Internet could not benefit from the low price. Some practitioners say that the price battle might lead to the disordered competition among enterprises and the deformed development of the industry. “Every enterprise needs to find its own position in the competition. They should enhance their product quality for a better future of themselves and the Internet industry.”

When told the news about cheaper broadband, some consumers say that the price and speed are not the key factors to decide the winner of the com-petition. It is the network and service quality that are crucial to the enterprises. Consumers do not want to meet any disturbances in the installation, payment, use and service of the broadband.
For this, China Telecom Shanghai also improved the service quality by making four promises to ensure the best service for users. Meanwhile, China Telecom Shanghai also made strict stipulations about the access to the Internet and relevant management. An insider from the company says that any users can get to the closest business hall of China Telecom or dial hotline 10000 to consult about or apply for any business.
Meanwhile, China Telecom strictly follows the national standard to provide household broadband subscribers the instant service of testing Internet speed and promises that “any inadequate bandwidth caused by China Telecom can be compensated with three times of the gap between prices of real broadband and the paid broadband if it is not fixed within 48 hours”. For users who report the errors, customer service personnel can provide door-to-door services in 24 hours. China Telecom also reminds the subscribers that the 100Mb broadband is a grand feat that has higher requirements for the wiring in the house and the computer configuration.
“If users want to experience the 100Mb broadband, they are recommended to use Cat5 wiring and superCat5 wiring. No modem without nation- al standards should be used,” says the aforementioned insider of China Telecom. The computer is better to have 1000M adapter, high-speed hard disk, 20.0GHz processor and 4G memory.
