东莞市位于广东省中南部、珠江三角洲东北部,是广州与香港之间水陆交通的必经之地。东莞为不设县的地级市,现辖32个镇区。改革开放20多年来,东莞的经济以平均每年20%的增长率蓬勃发展,成为我国经济发展最快的地区之一,形成了自己的经济发展优势:一是国际性加工制造业基地优势,20年来全市共引进外资80多亿美元,办起“三来一补”和“三资”企业13000多家。二是农村城市化优势。目前,市、镇、管理区之间的路网和各种管线相互衔接,区域各类功能互补,设施分布较为合理。农民就地进厂成为工人,农村剩余劳动力得到充分利用,农民逐渐减少。三是产业升级优势。高新技术产业逐步成为全市新兴主导产业,民族工业的竞争力不断增强。四是地理区位优势。国家现批复同意东莞市按国家一类客货运口岸标准建设虎门港,使东莞具备建设区域性海洋运输基地的条件。常平铁路口岸的开通,使东莞具备了建设区域性物流基地的条件。旅游资源丰富、旅游设施较多,潜在旅游市场庞大,使东莞具备了建设区域性休闲旅游度假基地条件。为什么东莞市在改革开放以来发生了如此巨大的变化呢?我们通过走访座谈、实地查看、翻阅资料等多种形式的调查研究得出结论是:东莞市根本的做法和经验在于以邓小平理论为指导,从本地实际出发,解放思想,实事求是;紧紧抓住改革开放的机遇,每隔几
