2009年9月1日,中华全国总工会下发了《关于进一步加强工会理论研究工作的意见》,这是全国总工会第一次下发加强工会理论研究工作的专项文件,是一个具有纲领性、方向性、指导性、规范性的重要文件。要强化工会理论研究会,首先需要弄清工会理论研究会的基本性质。这是工会理论研究会安身立命的第一要务,既需要我们去面对它,思考它,又需要我们来实践它,发展它。从定性上认清工会理论研究会是什么,增强工作自觉性
