人类社会的发展实践证明,社会越发展,管理越重要。20年来,我国财政体制和分配政策经过若干次递进式的重大改革,不仅为改革开放的全面深化创造了有利条件,也为改革开放的不断发展提供了有力保障。但是,一个时期,特别是近几年来,新的财政体制和旧的管理机制之间的矛盾日益明显地显现出来,管理改革滞后带来的重大分配政策落实过程中保障机制弱化问题
The development of human society has proved that the more socially developed, the more important the management is. Over the past 20 years, the major and certain progressive reforms in China’s fiscal and distribution policies have not only created favorable conditions for the all-round deepening of the reform and opening up, but also have provided strong guarantees for the continuous development of the reform and opening up. However, in a period of time, especially in recent years, the contradiction between the new fiscal system and the old management mechanism has become increasingly evident. The weakening of the safeguard mechanism in the implementation of the major distribution policies resulting from the lag of management reform
