统筹城乡发展,有效解决“三农”问题,是宁波构建和谐社会和全面建设小康社会的重点和难点。从宁波市统筹城乡发展的实践看,现行县域经济在解决“三农”问题中有诸多局限性,突破这些局限性要有新的制度安排,这就是发展市域经济。
Balancing urban and rural development and effectively solving the “three rural issues” are the key and difficult points for Ningbo to build a harmonious society and build an overall well-to-do society. From the perspective of the coordinated development of urban and rural areas in Ningbo, the current county economy has many limitations in resolving the issue of “three agricultural issues.” Breaking these limitations requires new institutional arrangements. This is the development of the urban economy.
