两行署、各专署、各县(市)人民政府:一、为了进一步发动与团结农民群众,有步骤的进行农村社会改革,以期逐渐消灭农村封建制度,发展农业生产,改善农民生活,经本府第八次行政会议决议,拟于本年七月间召开全省首届农民代表大会,成立省农民协会,统一领导全省农民运动。二、出席省农代大会的代表,各县厅即在最近召开的县农代会上选出,其期限不得迟于五月底。代表名额和比例应按下列标准:凡在已土改地区,每县应选出二人。凡未经土改地区,十五万人口以下的县选五人。每增加五万人口可增选一人。三十万人口以上的县可选八人。长安县可选十人。省农协筹备委员应为当然代表,同时分区、县在规定数内亦应派选出领导农民运动的干部参加为代表。全省约计有代表四百八十人。三、出席省农民代表大会的代表成份,必须是:劳动、正派的贫、雇、中农、农村手工业工人及农村革命知识份子。在选举时要注意到妇女代
