当前,中国正处于社会转型的关键时期。面对世界科技发展的大趋势和日趋激烈的国际竞争,必须把科学技术置于优先发展的战略地位,使科技人才真正成为推动我国科技创新能力建设的重要着力点,才能赢得发展的主动权。但是,一个时期以来,在科技创新评价方面一直存在着一些问题,如何通过稳步发展第三部门,培育科技创新评价的社会自治能力,进而塑造理想的治理模式,促进社会化的科技评价体系建设,已成为摆在我们面前的一个亟待研究和解决的重要课题。
