招投标制度自产生以来,已有200余年的历史,在完善市场机制和防治腐败方面起到了举足轻重的作用。然而,近年来,屡屡出现的铁道部“天价新闻门”、“武汉10亿元地铁”招标门“、京石客车”招标门“、核电”招标门“等一系列波澜迭起的招标门事件暴露了我国招投标制度仍存在一些漏洞。这些违法违规行为破坏了市场经济秩序,使市场优胜劣汰成为空谈,影响了企业的公平竞争,造成了不可估量的经济损失,亟需挖掘深层原因,从根源治理,来真正发挥招标应有之力。
