本文为西北财政部等机关,今年六月抽调八十三名干部,深入关中各地,经过五十七天彻底检查了一次粮食仓库保管工作,不但澄清了「糊涂账」,查实了存粮数字,更重要的发现了许多严重问题,写出这一经验总结,提出改进办法,这是很好的。粮食工作在革命的财政上一直占着很重要的地位,轻视这一工作是完全不对的,我们建议:各地领导上及财政机关对本文应予以重视,粮食保管干部,应作为重要的学习材料,联系本库,联系个人,深入检讨,制定改进办法。这是我们发表本文的目的。
