特殊监管区域是经国务院批准,设立在中华人民共和国关境内,赋予联接国际国内两个市场的特殊功能和政策,实施封闭监管的特定经济功能区域。本文从特殊监管区域货物通关模式、动植物检疫法律法规依据、国际惯例、开放型经济发展要求以及特殊监管区域动植物疫情传入态势等5方面着手,说明了特殊监管区域实施进出境动植物检疫的必要性。本文还从制定完善相关动植物检疫法规、落实检验检疫设施建设标准、加大信息化推广力度以及加强特殊监管区域执法把关等4个方面提出了建议。
Special regulatory regions are approved by the State Council, established within the territory of the People’s Republic of China, given the special features and policies to connect the two markets at home and abroad, the implementation of closed-end supervision of specific economic functions of the region. This article starts from the five aspects of customs clearance mode, the laws and regulations of animal and plant quarantine, the international practice, the requirement of open economy development and the introduction of the flora and fauna epidemic situation in the special regulatory regions. Necessity. This article also puts forward suggestions from four aspects: formulating and perfecting relevant laws and regulations on animal and plant quarantine, implementing the standards of construction of inspection and quarantine facilities, intensifying informatization promotion and strengthening law enforcement and control of special regulatory regions.
