安庆市社会保险改革始于1986年老集体企业职工退休费用社会统筹。10年来,以养老保险为龙头的社会保险改革大体经历了三个阶段:一是推行养老保险社会统筹阶段,职工离退休费用由企业承担,建立养老保险基金,以发挥基金调剂作用,调节收入分配关系,维护社会稳定,但国家和企业负担过重,个人缺乏自我保障意识。二是推行养老保险一体化阶段,职工离退休费用由社会统一筹集,统一发放,职工个人按本人工资一定比例
