目的了解辽宁省不同地区基本公共卫生服务项目实施现状,探讨项目实施工作中存在的问题及其原因,为提高全省基本公共卫生服务能力和水平提供对策和建议。方法抽取全省118家基层医疗卫生机构,按照《辽宁省基本公共卫生服务项目绩效考核指标和评分标准》规定,对2015年实施的12项基本公共卫生服务项目从组织管理、资金管理、项目执行、和项目效果4个方面进行调查和评分。结果辽宁省2015年基本公共卫生服务项目在实施成效方面,地区分布以沈阳市得分最高为95.62,盘锦、朝阳次之,分别为94.67、90.17。结论辽宁省基本公共卫生服务实施整体较好,但存在组织管理、资金管理、项目执行等方面的问题。应采取增加公共卫生经费投入、合理分配卫生资源、加强人员培训等措施进行完善。
Objective To understand the status quo of the implementation of basic public health services in different regions of Liaoning Province, discuss the problems existing in the project implementation and their causes, and provide countermeasures and suggestions for improving the capacity and level of basic public health services in the province. Methods A total of 118 primary health care institutions in the province were selected. According to the provisions of “Performance Indicators and Grading Standards for Basic Public Health Services in Liaoning Province”, 12 basic public health service projects implemented in 2015 from organizational management, fund management, project implementation , And project effectiveness of four aspects of investigation and grading. Results In 2015, the basic public health service project in Liaoning Province achieved the highest level of achievement in Shenyang. The highest score was 95.62 in Shenyang, followed by Panjin and Chaoyang, with 94.67 and 90.17 respectively. Conclusion The implementation of basic public health services in Liaoning Province is better overall, but there are some problems in organization and management, fund management and project implementation. Measures such as increasing investment in public health, rational distribution of health resources and strengthening personnel training should be taken to improve the system.
