1991年发生在我国的震惊世界的特大洪涝干旱灾害,除了那些健忘症患者之外,人们不会忘却也是不该忘却的。那年大灾过后,本刊尽速编辑出版了1991《生态·水患·旱灾》特刊,以期记录在案,给后来者留作参考,给健忘症患者留作备忘录。几年过去了,特刊上署名本刊评论员的文章中的一段话引用至此看来尚未过时——“前事不忘,后事之师。首先我们应该清醒地看到:水旱恶魔并未远去,仍在祖国上空盘旋,随时有可能再度降临,这是摆在每一个中国人面前的现实。”时至今日,深感有必要在今年大灾之后把特刊要目重刊出来,其意不言自明。
