着重从4个方面研究探讨周恩来同志的林业建设思想。其一,从我国国情林情出发指出林业在国民经济发展和生态环境建设中具有重要战略地位,是社会主义现代化建设的百年大计。其二,明确指出我国林业建设的主要任务是植树造林,并提出“面向全国,依靠全党全民”的林业建设的指导方针。其三,提出营林工作的基本方针——“青山常在,永续利用”,并提出要“采育结合”,“千万要保护好森林”。其四,指出要根据林业的自然规律及经济规律,建立符合林业特点的管理体制,并强调要重视科技。联系当前和今后一个时期我国林业建设面临的重大问题,分析了周恩来同志林业建设思想在理论和实践方面对我国林业建设的指导意义。
Focusing on four aspects of Comrade Zhou Enlai’s forestry construction thinking. First, starting from the situation of our country, we point out that forestry has an important strategic position in the development of the national economy and in the ecological environment. It is a grand plan for the socialist modernization drive. Second, it clearly states that the main task of forestry construction in our country is afforestation and afforestation, and proposes the guidelines for the construction of forestry that are “facing the whole country and relying on the whole party and the people”. Thirdly, we put forward the basic guideline of forest management - “Aoyama always uses sustainable development” and proposes to combine “harvesting and breeding” and “do well to protect the forest”. Fourthly, it is pointed out that a management system conforming to the characteristics of forestry should be established according to the natural laws and economic laws of forestry, and the emphasis should be placed on science and technology. In connection with the current and future major issues facing China’s forestry construction, Comrade Zhou Enlai’s forestry construction thought is analyzed to guide the forestry construction in our country in theory and practice.
