随着农村经济的不断发展和分税制财政体制的实施运行,乡镇自筹资金规模日益扩大。在新形势下如何改革乡镇自筹资金管理,强化乡镇财政职能,很值得探讨、研究。由于自筹资金管理工作政策性强,涉及面广,触动部门利益,因而从统管开始就遇到不少阻力,有的长期难以消除,特别是近年来又出现了一些新的情况和问题,主要表现在以下几个方面。 (一)部分乡镇尚未按规定把自筹资
