搞活企业、提高效益,是改革的出发点和落脚点,本刊为此发表题为“迎接十三大抓紧落实承包经营责任制”的短论。目前,全国大中型国营工业企业中,已有一半以上实行了各种形式的承包经营责任制。但也有少数部门、企业的领导同志存在着这样那样的想法,在犹豫、等待。短论指出,党的十三大的主题是改革,坚持四项基本原则和改革、开放、搞活的总.方针是不会变的,实行承包经营责任制也是不会变的。因此,这些同志应扫除各种思想障碍.积极行动起来。
