加快沿东陇海线产业带建设是省委、省政府推进苏北地区大发展、在全省范围内全面实现小康的战略部署。为使这一重大举措落到实处,不仅先后召开了各种不同层次的研讨会、动员会,而且与之相关的各市、县都已经拿出了各自的总体建设规划,有些项目已经开始启动。在这里,笔者仅从地球伦理学的角度,就沿东陇海线产业带建设提出一己之见,供领导和同行们参考。一、沿东陇海线产业带的地理区位
