在当今世界经济贸易全球化、产业信息化、区域合作集团化三大发展趋势下,各国(地区)产业转移、结构调整持续展开,成为推动世界经济发展的主要动因之一。其中发达国家对外投资为主力,发达国家企业之间兼并、参股又是资金主流方向。所以,对广大发展中国家,特别是低收入的发展中国家如我国来讲,能吸引到外商投资、特别是吸引到发达国家企业投资是难得的机遇,而要吸引到自己需要的产业、需要的高技术投资就难上加难了。认真分析一下我国招商工作的实际情况,需要改进的地方还有很多,可以做得更加聪明的地方比比皆是。以下是我从事外经贸研究工作的总结,希望能对各地招商有所参考。
Under the current three trends of globalization in the world economy and trade, industrial informatization and regional cooperation and collectivization, the industrial transfer and structural readjustment of various countries and regions continue to expand and become one of the major motivations for promoting world economic development. Among them, developed countries mainly invest overseas, and mergers and acquisitions among enterprises in developed countries are the mainstream of capital. Therefore, for many developing countries, especially low-income developing countries like China, attracting foreign investment, especially attracting investment from enterprises in developed countries, is a rare opportunity. To attract the industries they need, they need High-tech investment is even harder. To carefully analyze the actual situation of China’s investment promotion work, there are still many areas that need improvement and places that can be done more intelligently can be found everywhere. The following is a summary of my work on foreign trade and economic cooperation, hoping to have reference for investment around the country.
