春风吹来万户忙,群山添绿林更茂。风起云涌的集体林权制度改革正在我国广大农村地区全面开展。这场改革,激起了亿万山区、林区农民的巨大热情,让广大农村地区充满了前所未有的活力,山村更加兴旺,林区更加和谐,社会主义新农村更加靓丽。作为一次重大而深刻的变革,集体林权制度改革是从根本上对林业体制、机制和政策的创新。这项改革,在完成明晰产权、承包到户的改革主体任务的同时,实施配套改革,出台相关的政策措施,建立起现代林业产权制度。特别是通过推行林改,加快了资金等生产要素向农村流动,为促进林业产业发展、农村经济发展注入了活力,成为林业产业和生态经济发展的助推器和加速器。林改像一部发动机,助推了山区林区经济社会发展起飞的翅膀;林改像一支火把,点燃了亿万山区林区农民发展生产、改善生活的激情。林改地区正焕发出无限生机与活力。
