在建国初期民主建县中,县委的作用主要体现在进行建政的安排、组织领导统一战线、为政权输送合乎组织要求的干部等。党与政权机关的关系是“党政合一”式。从革命历史、建国初期政权建设及其它各现代化建设的客观条件考虑,这是有一定合理性的。它直接推动了地方各级民主建政进程。
