长期以来,乡机关干部的领导、管理方法多是采用乡干部包村的方法。由一两个乡干部包一个村,所包村的各项任务、指标的完成情况同包村干部的政治、物质利益挂钩的制度,我们称之为乡干包村制。通过对内乡县的调查表明,随着农村改革的深入,党的建设、农村经济建设任务日益繁重,乡干部包村制已远远适应不了当前农村工作的要求。甚至在很大程度上已有碍于农村工作的开展,其主要弊端是:
