我国行政复议法律制度并没有发挥应有的功效,究其原因主要是我国没有设置独立、统一的行政复议机构,本文意在探索我国行政复议机构的缺陷,设立独立并且统一的行政复议机构,发挥行政复议制度应有的功效。
