企业与行业有共生的关系,在发展环境和成长的过程中存在许多的共性,但是企业毕竟是一个独立单位,企业有自主发展的权利,所以它与行业的关系又有松散的一面。 在政企不分的年代,政府直接领导企业,企业的建设项目完全由计划经济决定,由政府计划部门立项、拨款,企业负责建设。由于规划是一种软科学研究项目,它与企业的建设没有直接关系。在计划经济时期规划的编制工作长期处于封闭的状态,政府的规划思路和发展目标往往不能适应企业的发展,对企业的发展作用不大,所以企业对行业规划也不重视。长期以来就形成了企业对行业规划束之高阁的情况。
