船员是个特殊的职业,他们的工作要求较强的专业性、生产生活环境特殊、劳动关系复杂。船员要处理与企业的关系、与中介公司的关系、与国外船东、货主及船员的关系,特别是外派海员,会因不同民族、语言、文化、政治、法律等差异带来困扰,一旦发生劳动纠纷,海员往往处于弱势。中国海员建设工会与中国船东协会签订了《中国船员集体协议》。这份协议是我国第一个全国性行业集体协议,对维护我国船员权益,实现我国船员体面劳动具有重要意义。
