2010年以来,沈阳市公安机关与有关部门紧密合作,全市已妥善处理拖欠农民工工资案(事)件1240件,共为75000余名农民工讨回8.85亿元拖欠工资款,破解了农民工维权难的问题。沈阳目前共有大约135万外来农民工,其中建筑领域用工数量约30万人。近年来,侵害农民工合法权益特别是恶意拖欠工资的问题日趋严重。农民工讨薪常规的以工会以及社会公益组织出面的讨薪维权机制,对恶意欠薪的企业、个人缺乏足够的约束力和震慑力,走司法程序又较为繁琐,不少农民工因工资拖欠陷入困境,有的甚至采取堵路、爬塔吊等过激方式讨薪,不但难以要到工资,还容易触犯国家法律。
