水利是经济建设和人民生活的命脉。里下河地区由于受到所处极易受涝的水域环境和认识、资金、运行机制等方面的影响,在今年的洪涝灾害中,暴露出了水利建设中的许多深层问题和不足。因此,进一步加强这一地区的水利建设,显得尤为重要和迫切。一、正视经验教训,进一步增强水利建设的责任感和紧迫感(一)抗洪斗争取得的重大胜利,充分显示出加强水利建设的重要性。今年入梅以后,里下河地区连续普降暴雨,水位猛涨,洪涝并发,位于这一地区的不少县市水位逼近甚至超过历史最高记录,但受灾损失全部小于、有的还远远低于历史。能有这样的结果,不仅取决于各地党委、政府的正确领导和广大干群的顽强奋战,更得益于多年来各
Water conservancy is the lifeline of economic construction and people’s life. The Lixiahe area has been exposed to many deep-seated problems and deficiencies in water conservancy construction during this year’s floods due to the influence of the water environment and its knowledge, capital and operating mechanism which are extremely vulnerable to waterlogging. Therefore, it is particularly important and urgent to further strengthen water conservancy in this area. First, face up to experiences and lessons, and further enhance the sense of responsibility and urgency in water conservancy construction. (I) The major victory in the flood fighting struggle has fully demonstrated the importance of strengthening water conservancy construction.
