为大力的开展爱国主义生产竞赛运动,保证完成与超过国家的经济建设计划;并明克在生产地程中行政与工会的分工;及根据生产发展情况,有计划逐步地改善职工物质生活与文化设施,要在国、公营企业订立劳动集体合同。合同的签订,将进一步的把国家经济建设计划,变成每个职工的行动目标,所以他是发挥劳动者的积极性与创造性的积极措施,也是依靠工人队级管理好人民企业的具体表现。为很好开展这一工作,特作如下指示:
