完善制约和监督机制,全面推行行政问责制是党的十七大在发展社会主义民主政治方面所作的一项重要决定,同时也是建设服务型政府的重要举措。行政问责制在我国尚处摸索阶段,还存在着诸如问责架构缺陷、党政责任模糊、问责观念淡薄、问责缺乏法律保证等问题。针对这些问题,我们可通过完善问责架构、理顺党政关系、增强问责观念、建立问责法律体系等办法来完善行政问责制,促进服务型政府建设。
Perfecting the mechanism of checks and checks and the full implementation of the system of administrative accountability are an important decision made by the 17th National Congress of the Communist Party of China in developing socialist democratic politics and an important measure for building a service-oriented government. Administrative accountability system in our country is still groping stage, there are still problems such as the structure of the accountability system, the responsibility of party and government vague, weak sense of accountability, lack of legal accountability and other issues. In response to these problems, we can improve the accountability system and promote the building of a service-oriented government by improving the structure of accountability, rationalizing the relationship between the party and the government, enhancing the concept of accountability, and establishing an accountability legal system.
