一、注意发现上级政策在基层实践中的“空白点”这类信息能为领导进一步完善决策提供依据,起到拾遗补阙的作用.领导进行决策往往是从宏观上把握,由于各地情况不尽相同,甚至迥异,领导对某一地区、某一部门的特殊性不可能都考虑周全.因此,基层在实践中如不注意加以把握,就很容易出现“空白点”.如:当前对集、个体工商企业的管理工作,是按企业的性质收取工商管理费的,个体企业必须交纳一定的工商管理费,而集体企业就可以免交.个别个体企业钻这个政策的空子,假集体之名,骗取集体营业执照,逃避上交管理费.这就应引起有关部门的重视,在这方面政策上加以完善.信息工作人员应善于发现“空白点”,及时地提醒领导在执行时加以注意.
