一中共十二届二中全会后,中央书记处于1983年10月17日召开会议,讨论贯彻、落实十二届二中全会精神。关于解决精神污染问题,邓力群提出他同胡乔木会前商量过的意见:“我们解决党内同志精神污染问题,要划清两条界限:一要同触犯刑律区别开来,二要同敌我矛盾区别开来。党内同志思想上的错误、理论观点上的错误,即使是严重错误,也是属于党员中、人民中的思想问题,属于人民内部矛盾问题。这两条界限,在学习、讨论中,报刊宣传中,一定要严格地划清。”书记处同意
