在我国现行干部人事制度下,晋升激励深刻影响着地方官员的行为,进而影响着经济社会发展。许多研究表明,经济绩效是影响地方官员晋升的重要因素,但并没有探讨这种影响是否已随着发展战略调整和领导人施政理念的变化而变化。把科学发展观的提出和实践作为一个施政理念调整的具体案例,利用1996年至2012年全国地级行政区书记市长的样本数据库,采用二元离散选择模型,验证以GDP为代表的经济绩效对官员晋升的影响,特别是通过分段检验考察这一影响是否随着“科学发展观”的推行而发生变化。计量结果表明基于横向比较的经济绩效确实对官员晋升有显著的正向作用,而且科学发展观的提出和推行并没有对官员晋升中经济绩效的重要性产生明显的影响。在中国迫切需要发展转型的时代背景下,仅仅依靠发展理念的调整难以对地方官员产生正确的转型激励,而应该着眼于更基础性的政治经济制度安排。
Under the current cadre and personnel system in our country, the promotion and promotion profoundly affect the behavior of local officials, which in turn affects the economic and social development. Many studies show that economic performance is an important factor that affects the promotion of local officials. However, it does not explore whether such impact has changed with the development strategy adjustment and the leadership philosophy. Taking the proposition and practice of the scientific concept of development as a concrete case of the adjustment of the governance concept, this paper uses the sample database of the mayors of the prefecture-level administrative region from 1996 to 2012 to verify the economic performance represented by GDP by using the binary discrete choice model The promotion of officials, especially through the sub-test to examine whether this impact with the “scientific concept of development” and the implementation of change. The measurement results show that the economic performance based on horizontal comparison does have a significant positive effect on the promotion of officials, and the proposal and implementation of the scientific concept of development have no obvious influence on the importance of the officials’ economic performance in promotion. Under the background of the urgent need to develop and transform China, it is difficult to generate the correct transformational stimulus for local officials by relying solely on the adjustment of its development concept. Instead, it should focus on the more fundamental political and economic institutional arrangements.
