我省自建立婚姻登记制度以来,婚姻登记工作已获得了不少成绩:对婚姻法的贯彻起了很大的作用,并体现了人民政府「关于有关人民健康、家庭幸福和国家建设的男女婚姻大事」的关心和负责,同时给予正当的婚姻当事人以法律上的切实保护,从而进一步密切了政府和人民的关系;使婚姻登记制度确已为群众所拥护,绝大多数群众的自愿结婚或自愿离婚都能自动地到当地婚姻登记机关申请登记。但是,目前婚姻登记工作也还存在着一些问题,如登记机构不很健全,登记制度亦不统一,婚姻登记工作人员对政策业务一般还不够熟悉,因而使工作处于被动,影响了婚姻法的进一步贯彻。为统一与健全我省的婚姻登记制度,除各地应加强对婚姻登记工作人员的教育,使其明确认识婚姻登记工作是贯彻国家婚姻政策与法令的一项政治工作,而不是单纯办理事务手续外,特对以下问题作出具体规定,希各地遵照执行。

However, there are still some problems in the current registration of marriage. For example, the registration institution is not perfect and the registration system is not unified. Marriage registration staffs are generally still not familiar with the policy business. Therefore, the work is passive and affects the further implementation of the marriage law . In order to unify and perfect the system of marriage registration in our province, education of marriage registration staff should be strengthened in all places to make it clear that the registration of marriage is a political task of implementing the national marriage policy and decrees rather than simply handling the affairs , We have made specific provisions on the following issues, and we hope all parties will follow their implementation.
