由于历史的原因,我国的各级科技期刊一般都是由各级科研机构和院校主办的,如“建筑科学”是由中国建筑科学研究院主办的,而《福建建材》杂志即是由福建省建材科学研究所主办的等等。 在计划经济条件下,科研院校属于事业单位,都有上级拨款养着,其中有一部份经费即是专门用于办刊物的。所以那时科技期刊的主编们的日子就比较好过,每期只须审改稿件后送印刷厂付印就可以了;日子虽然清淡,但至少不必为经费担
