十一届全国政协二次会议于3月12日在北京闭幕。大会期间,驻闽全国政协委员通过各种形式积极建言献策,履行职责。据统计,委员们共向大会提交提案401件,其中377件立案;大会编发我省委员提交的大会发言材料25篇,陈明义委员和张帆委员还分别作了《像发展航天事业那样推进海洋探测与开发》和《实施水库清淤工程是应对旱灾的长效机制》的大会口头发言。本刊特别刊发这两篇发言,以飨读者,同时约请部分赴京采访媒体记者及政协工作人员撰写文章,展现驻闽全国政协委员的群体履职风采。
