党的十三大确定了我国社会主义初级阶段的理论,制订了全面改革、开放的方针和行动纲领。机关档案工作要按照政治体制改革的总体方案进行改革,以适应新的体制、新的形势和机关工作发展的需要。目前,我国现行档案的收集、整理、保管和利用等一系列工作主要在机关档案部门进行。自恢复整顿以来,中央国家机关档案工作总的来说发展较快,成绩是显著的;各机关档案工作管理水平普遍有提高,档案的保管条件有改善,人员素质有提高,机关档案的利用工作取得了显著的社会效益和经济效益。但是,面临改革的形势,中央国家机关在档案管理和业务建设上出现了一些亟待解决的新情况、新问题。
