自1987年世界环境与发展委员会(WECD)发表著名报告《我们共同的未来》以来,可持续发展思想与战略就被看做是人类通向未来的一条崭新道路。可持续发展问题,已成为世界范围的从政治家、科学家到广大人民群众普遍关注的问题;可持续发展战略,已成为我国经济社会发展的基本战略之一。一、从发展要素看,可持续发展战略包括经济增长、社会发展、生态环境和人力资源1.经济增长的可持续性经济增长是摆脱贫穷、解决各种环境问题的物质基础。要实现经济的可持续发展,必须具备“人类社会的总财富至少不至于下降”的条件。这里,人类总财富=物化资本存量+人力资源存量+自然资源存量-人类活动造成的损失。其中,物化
Since the famous report “Our Common Future” issued by the World Commission on Environment and Development (WECD) in 1987, the thought and strategy of sustainable development have been regarded as a brand-new road to mankind’s future. The issue of sustainable development has become a worldwide issue of concern from politicians and scientists to the broad masses of the people. The strategy of sustainable development has become one of the basic strategies for the economic and social development in our country. First, judging from the factors of development, the strategies for sustainable development include economic growth, social development, ecological environment and human resources. 1. The Sustainability of Economic Growth Economic growth is the material basis for getting rid of poverty and solving various environmental problems. To achieve sustainable economic development, we must have the condition that “the total wealth of human society should not be reduced at least.” Here, the total wealth of mankind = the amount of materialized capital + the stock of human resources + the stock of natural resources - the loss caused by human activities. Among them, materialized
