中国是个农业大国,农业对在整个国民经济发展中起着重要的作用。水产业是农业的重要组成部分,水产业的发展,对改善人民生活,促进经济发展作用不可低估。近年少渔民不断加大投入,大力发展水产业,然而今年的台风“麦莎”是1991年以来受台风影响最大的一次,给不少渔民带来了重大损失,有些原来是百万富翁一下成为穷光蛋,从此一厥不振。笔者深入渔区进行调查发现,自然灾害已成为决定养殖渔民收入的重要因素,渔民迫切需要保险机制进入渔业生产,以保障渔民收入。然笔者了解到,现在渔业保险处于尴尬境地。
