Rivers are the artery of the basin economy and the basin economy is the birthplace of the economy of all countries in the world. River governance and development is to revitalize the basin economy, the primary link, and comprehensive management and rational development of the river basin is to achieve the premise of river management. This is evidenced by the successful basin development experience in various countries in the world. Huaihe River Basin is located in the Central Plains, suitable climate, abundant resources and strategic location, as one of China’s industrial and agricultural production base, the importance of increasingly prominent, has attracted domestic and foreign attention. However, natural disasters represented by waterlogging and auricase are seriously endangering in the Huaihe River Basin. Although they have been greatly improved after the founding of the People’s Republic of China,
