为切实减轻农民负担,最近,交通部下发了《关于制止向农民乱集资修公路的通知》。要点如下:一、所有县乡公路的建设,一定要做好规划,并按交通发展的需要实事求是的确定标准。要本着量力而行、尽力而为的原则,对于近期交通量不大,资金不充裕的应采取分期修建,先通后畅。二、要严格执行国家和省级人民政府批准的筹集资金政策,不得违反政策向农民乱集资、乱摊派修路。有些交通落后的乡村,农民自愿集资改变交通落后面貌,各级政府、交通部门应给予积极支持,农民应利用农闲投劳为主。向农民集资必须坚持自愿的原则。
In order to effectively reduce the burden on peasants, the Ministry of Communications recently issued a “Circular on Suppressing the Chaos of Raising Money for Farmers by Raising Capital.” The main points are as follows: First, all county and township road construction must be well planned and determined according to the needs of traffic development. In line with the principle of doing what one can and should do best, for the recent traffic is not large, not enough funds should be phased construction, first smooth. Second, we must strictly implement the policy of raising funds approved by the people’s governments at the national and provincial levels and refrain from indiscriminately raising funds and chaos in roads in violation of policies. In some backward rural areas, peasants have voluntarily raised funds to change the backwardness of the traffic. Active support should be given by all levels of government and transportation departments. Farmers should make use of idle labor for labor-intensive services. Raise funds to farmers must adhere to the principle of voluntariness.
