一、引言随着情报事业的发展,我国文献管理体制方面的问题越来越突出。大小文献机构各成一统自由发展,整体上处于无秩序和混乱状态,在文献资料的收集、加工和管理上,各自为政,没有从整体上进行统一安排,片面注重收集,追求面面俱到,“无用”的文献资料订得不少,而“有用”的文献资料却收得不全,不太注重加工利用和管理工作。其结果是,资金浪费严重,困难增加,文献资料的查找和利用费时费力,社会效益很差。据调查,在某些中小型情报单位,文献利用率仅仅在1％到3％之间。这样低的文献利用率很难体现出文献系
