改革开放以来,人民生活水平有了很大提高,但近几年一些城市居民收入增长速度持续走低,增长缓慢。以南通市为例,一、在居民收入中,国有、集体职工收入远远低于其它类型单位。二、在可支配收入中,工资性收入增长高于财产性收入。三、在平均收入中,高收入户掩盖了低收入户减少的状况。四、在低收入户中,部分贫困家庭生活质量明显下降。笔者认为城市居民收入出现的新情况、新动向,应引起各地党委、政府的重视,采取有效措施加以解决。一、正确看待居民收入状况,注意缩小城市贫富差趾。各地领导在看到城市居民生活水平逐步提高的同时,要清醒地看到在人均收入增长的情况下,仍有不少家庭收入下降的实际情况,不能盲目乐观,更不能视而不见。低收入户基本集中在过去为国家和人民作出重大贡献的国有、集体企业职工中。我们应该贯彻落实江泽民同志关于“三个代表”的重要思想,把这部分群众的冷暖放在心上,及时了解他们在想什么,有什么困难,真心
