创业作为最积极的经济活动和最积极的就业形式,具有拉动经济和促进就业的双重作用。徐州市劳动保障部门认真贯彻落实《就业促进法》和党的十七大提出的“实施扩大就业的战略,促进以创业带动就业”的方针,以创业培训为主要抓手,通过有计划、有组织、有步骤地开展创业培训工作,较好地完成了培训任务,为实现“以培训促创业,以创业促就业”的目标奠定了基础。
