在“五五年体制”运作的38年中,日本经济的兴衰都与日本官僚体制的发展具有直接关系。日本官僚体制产生的问题并非官僚制的必然产物。当今社会官僚的地位仍然不可替代,官僚制仍具有存在和研究的价值。通过分析“五五年体制”下日本官僚体制的发展,从其内部特征和外部影响入手,对该时期的日本官僚体制重新进行理性审视,继而反思日本官僚体制的价值和缺陷,以期为我国行政体制改革提供启示。
During the 38 years in which the “Five-Year System” was put into operation, the rise and fall of Japan’s economy is directly related to the development of the Japanese bureaucracy. The problems that the Japanese bureaucracy creates are not the inevitable result of the bureaucracy. The status of today’s social bureaucrats is still irreplaceable, bureaucracy still has the value of existence and research. By analyzing the development of the Japanese bureaucracy under the system of “Five or five years”, starting with its internal characteristics and external influences, this paper re-examines the Japanese bureaucracy rationally and then reflects on the value and defects of the Japanese bureaucracy in order to Enlightenment of China’s Administrative System Reform.
