治国必先治水,水治才能兴邦,这是世世代代中国人的常识。反过来说,任何对水的忽视,都将导致国运式微、民生凋敝,古今中外,其例不鲜。
To govern the country must first rule the water, water governance can prosper, this is the common sense of Chinese people from generation to generation. Conversely, any neglect of water will result in a moderation of national transport and a slump of people’s livelihood.
