实现祖国完全统一,是海内外全体中国人的共同心愿。中国共产党人把完成祖国统一大业作为自己的历史重任,为此进行了长期不懈的努力。邓小平同志创造性地提出用“一国两制”的办法来解决祖国统一问题的主张,进一步完善了邓小平理论,是建设有中国特色社会主义理论体系中的重要组成部分。正如江泽民同志指出的:“‘一国两制’构想是邓小平理论的重要组成部分。其基本内容是在祖国统一的前提下,国家的主体坚持社会主义制度,同时在台湾、香港、澳门保持原有的资本主义制度和生活方式长期不变。”
