Editor’s note From November 13 to November 19, 2016, a special seminar on the reform and development of social organizations of leading cadres in local governments was held at the Central Government School of the Central Government in Changping District, Beijing. The training was commissioned by the Central Organization Department and the Ministry of Civil Affairs. 23 leaders (prefectures and districts) from 22 provinces (autonomous regions and municipalities) in China participated in the training. Training time is compact, rich and varied content, innovative course design.
