石油是现代工业、交通运输业的的基础原料,直接关系国家经济社会发展、国防建设和人民生活;又是现代战争的重要战略物资,在国际范围更是影响全球政治格局、经济秩序和军事活动甚至左右世界局势的最重要的一种商品。对石油资源的争夺成为当今世界政治、军事、外交和经济竞争的一个重要内容。正因为如此,确保石油供应安全已成为各国制定和调整对外战略和军事战略的重要出发点。中国作为世界上最大的发展中国家,对石油的消费需求不断上升,保障石油供应已成为关系全面建设小康社会、实现和谐社会发展目标的重要基础和关键因素。近年来国际石油价格一路飚升并持续走高,进一步强化了人们对中国石油安全状况的关注。在这种背景下,很有必要认真审视我国石油安全的基本形势,为及早制定高瞻远瞩的石油安全战略和应对策略建立基础。
