Stronger and Larger Enterprises As the state-owned capital enters and exits the state-owned enterprises, the expansion and restructuring of state-owned capital are the two major issues that must be carried out in the reform and development. “Progressive retreat ” refers to the adjustment of state-owned capital investment; and enterprise’s vocation is stronger and bigger.
