The technology decision strategy based on hierarchical programming is discussed and combined with the blackboard reasoning strategy to construct a technology decision model based on hierarchical programming and blackboard reasoning. This strategy decomposes the complicated problem of process decision into a number of subtasks of different nature that can be easily solved and is solved by different inference engines to simplify the structure of the inference engine
